Why was CIGA Set Up ?

The government regards cavity wall insulation as the most effective energy saving measure that most people can carry out to their homes and a major contributor to reducing emissions of carbon dioxide, the main greenhouse gas.

Independent research carried out for the Department of the Environment, Transport and Regions (DETR) has confirmed that cavity wall insulation is a very reliable process; in particular it has been proved that insulated cavity walls are statistically no more likely to experience dampness that un-insulated walls.

The Cavity Insulation Guarantee Agency was established in consultation with the government's Energy, Environment and Waste Directorate to provide householders with an independent, uniform and dependable guarantee, reflecting both the proven performance and the reliability of cavity wall insulation over several decades.

Who is Backing CIGA ?

CIGA is an independent agency with its own administration and secretariat. It is managed by a committee of System Designers (the insulation material suppliers) and Approved Installers, and with the support from trade associations and the Energy, Environment and Waste Directorate.

How The Guarantee Scheme Works?

Under the scheme an Approved Installer is required to provide his customer with a CIGA guarantee on completion of the contract. Having carried out the appropriate pre-installation survey of the property to ascertain its suitability, the installer will complete the work in accordance with the approved technical requirements and apply to the Agency - usually once the final payment has been made - so that the guarantee certificate can be prepared and sent to you. The guarantee certificate together with these guidance notes should be kept safely.

If You Think You Have a Problem ?

Government research showed that problems associated with cavity wall insulation are very few and when they do occur, they can usually be easily resolved by your installing company. First though, check that there is no obvious cause for your problem, for example blocked gutters or earth piled up against your walls. You should then contact your Approved Installer who will inspect and remedy the problem where possible. If you feel that the problem is unresolved, contact CIGA in writing at the address on your guarantee certificate. State clearly the problem and the steps you have taken to have the matter resolved by the installer. CIGA will arrange for the relevant System Designer to investigate and, where necessary, instigate remedial work free of charge.
